This applies to citizens of the USA only. 

Basically this states that any devise that could potentially send a US citizen to jail, ie radar gun, polographic machine, breathalyzer, drug testing equipment, is illegal and cannot be used unless the person that it is used on knows that the specific  devise has not been tampered with and is providing accurate results. 

The defendant has the right to see any equipments schematics and or computer programming code, and if it can not be produced, the devise is illegal and the defendant is not only innocent of any charges accused of, his/her civil rights have been violated and is entitled to civil damages....if this is true...I guess some changes need top be made soon.
