March 19 (Bloomberg) -- A methane-gas explosion in a Siberian coal mine killed at least 25 people and left more than 70 missing.
The blast occurred at 11:16 a.m. Moscow time today at the Ulyanovsk Mine near the Kemerovo-region town of Novokuznetsk, said Veronika Smolskaya, a spokeswoman for the Russian Emergency Ministry. Of the 186 men working underground at the time, 88 have been rescued, she said. There was no fire.
The mine is owned by OAO Yuzhkuzbassugol, said Valery Korchagin, a spokesman for the Kemerovo region's emergency services. Evraz Group SA, a Russian steelmaker part owned by billionaire Roman Abramovich, splits ownership of Yuzhkuzbassugol with the management, according to the steelmaker's Web site. An Evraz spokeswoman wouldn't comment.
The Kemerovo region produces 56 percent of Russia's coal, according to the local administration's Web site. Twenty-five miners were killed in a similar explosion at another mine in the region on Feb. 9, 2005.
The former Soviet Union's republics hold about a quarter of the world's coal reserves. Excluding today's fatalities, more than 60 people have been killed in mining accidents in Ukraine and Kazakhstan in the past six months

106 killed in Russia mine blast
NOVOKUZNETSK, (RUSSIA): Rescuers searching a coal mine rocked by a methane gas blast found the bodies of several more victims Tuesday, bringing the death toll to 106 a day after Russia's deadliest mining disaster in a decade.
Some 200 workers were in the Ulyanovskaya mine in the coal-rich region known as the Kuzbass at the time of the blast, which occurred early on Monday at a depth of around 270 meters, emergency and regional officials said.
Emergency officials put the death toll at 106, while four others were still missing; 93 had been rescued earlier.
Company officials and safety experts, along with a British citizen and his interpreter, were in the mine examining a British-made hazard monitoring system just before the blast occurred, said Sergei Cheremnov, a spokesman for the regional government in Kemerovo where the mine is located.
The British man and the interpreter were among the dead. The massive mine in the city of Novokuznetsk, about 3,000 km east of Moscow, is operated by Yuzhkuzbassugol, an affiliate of Russian coal and steel company Evraz Group SA, which acquired a 50% stake in the company in 2005.
No one answered repeated calls to the company. However, company spokesman Eduard Sivtsov earlier told Russian television channel NTV that rescuers were checking a large section of the mine for survivors.
"Their work is complicated by a great number of obstructions,"he said. President Vladimir Putin ordered emergency situations minister Sergei Shoigu to travel to the area, and the industrial regulatory agency Rostekhnadzor had sent investigators.
The incident was the latest to highlight the precarious and hazardous state of Russia's mining industry, which fell into disrepair when government subsidies dried up after the Soviet collapse.
Prime Minister Mikhail Fradkov said Monday that authorities would launch an investigation into the accident and that a criminal case had been opened.
"More strict measures on safety are needed in these kinds of dangerous situations,"Fradkov told reporters in Pretoria, RIA Novosti reported.
"Naturally, it is first of all the owners of such enterprises that need to pay more attention to questions of maintenance,"Fradkov said.
The coal industry in Kemerovo, a region in southwest Siberia, has suffered from chronic underfunding since the collapse of the Soviet Union and there have been several accidents there in recent years.
Twenty-three miners were killed by a gas explosion in 2005 in Kemerovo region and two separate mine blasts in the area in 2004 killed a total of 60 miners. News agencies reported that the mine was opened in 2002 and was equipped with modern technology, including gas control systems.
The accident nonetheless was a grim reminder of serious safety concerns facing Russian miners.
